    Site visit information for

    Intruder Alarm, CCTV and Access Control

    The Private Security Services Act 2004 requires that all security companies have a Private Security Contractors Licence issued by the PSA. In order to achieve this Licence the PSA require evidence that the company meets the appropriate industry standards. This evidence is provided by Stellar in certification against the standard following our auditing process.

    Stellar Certification Services Ltd operate  certification schemes based on the Private Security Authority suite of standards, which include the following

    • EN 50131 (Alarm Installation-Intruder alarm)
    • I.S. 228 (Alarm Receiving Centre)
    • S.I. 144:2012 (Access Control)
    • PSA 2006_12 (CCTV)
    • PSA 28: 2013 (Door Supervision & Security Guarding)
    • SR 25 (Alarm Receiving Centre- Alarm handling)
    • PSA 74: 2019 Standard for the licencing of Security Service Providers
    • SR 41 (Alarm Receiving Centre-Monitoring services)

    Under the certification scheme, Stellar inspectors assess the operations and procedures of  installers by:

    EN 50131 Intruder Alarm:

    1. For a new entrant into this sector four installations must be visited.
    2. For an existing licensed company two inspections are required.
    3. For subsequent audits after the initial certification audit, two sites must be visited.

    PSA 2006_12 CCTV:

    1. For a new entrant into this sector four installations must be visited.
    2. For an existing licensed company two inspections are required.
    3. For subsequent audits after the initial certification audit, two sites must be visited.

    S.I. 144:2012 Access Control:

    1. For a new entrant into this sector Stellar Certification Services would prefer to visit one site with any combination of the Access Controls mentioned in the PSA standard.

    EN 50134 Social Alarm Systems:

    1. For a new entrant into this sector four installations for Social Alarm Systems must be visited
    2. For subsequent audits after the initial certification audit, two  sites must be visited.

    N.B.       Please note that EN 50134 Social Alarm Systems is not part of the PSA suite of  Standards.

    Multiple Standards i.e EN 50131 Intruder Alarm, PSA 2006_12 CCTV, S.I. 144:2012 Access Control & EN 50134 Social Alarm Systems:

    1. For a new entrant into this sector four installations for Intruder Alarm and two CCTV sites  must be visited.
    2. For an existing licensed company two inspections for Intruder Alarms and two for CCTV  are required.
    3. For subsequent audits after the initial certification audit, two Intruder Alarm and two CCTV sites must be visited
    4. Access Control sites are not required to be visited on subsequent audits

    An audit must also be carried out on the PSA:74 2019 standard for compliance against any of the PSA suite of standards.
